Pressure rating on this one is 5000 psi? Just want to make sure it'll hold up on our refuse hauler before I go swapping things out.

5000 psi is correct. The valve is rated for up to 350 bar, which works out to right at 5000 psi. That's a solid pressure ceiling for refuse hauler hydraulics, so it should handle the demands of that kind of equipment without any trouble.

Can this valve work in a hydraulic system that runs at a constant 3000 psi?

This check valve is rated to handle pressures up to 5000 psi, so 3000 psi shouldn't be a problem.
