got a CROSS 360009 motor im trying to swap out. Is this 40MH10DACSC the same deal, bi-directional and all?

Match-up wise, this unit is the CROSS Manufacturing bi-rotational 40 Series gear motor with supplier part number 360009. It is a 1.00 cu in per rev motor with a 2-bolt SAE A mounting flange, 5/8 straight keyed shaft that is 1.25 inches long, and SAE-12 side ports.

outlet pressure on mine's been running a little high lately on a similar setup. does this motor need a case drain line put in if i'm pushing past 250 PSI on the outlet side?

Anything over 250 PSI on the outlet side and yes, a case drain line needs to be in place. That's a firm requirement for this motor, not just a suggestion. Running above that threshold without one risks damage to the internal seals and bearings over time. The motor is rated up to 3000 PSI on the inlet with a max shock pressure of 3500 PSI, but that outlet drain requirement is a separate condition that applies regardless of how the rest of your system is spec'd.
