Does this fitting work for connecting a 1/2-inch male line down to a 3/8-inch elbow port, or did I get the sizes backwards?

You've got it right. The 1/2-inch side is the male connection and the 3/8-inch side is the elbow end, so it steps down as it changes direction. That setup is pretty common when you're routing a line into a tighter port and need to make a turn without a straight adapter in between. Midland Industries makes this one, so the machining tends to be consistent and it should thread up clean if your fittings are in good shape.
