pump says it goes from 20cc up to 49cc, does that mean you can dial it in anywhere between those two points or is it more of a low/high switch situation?

Variable displacement on this unit is continuous across that range, not just two fixed positions. The adjustable servo stop on both sides lets you set your limits, but between those stops the displacement adjusts fluidly. That's what the "cont. var. dis." in the product name is referring to. So yes, you get true variable control through that 20cc to 49cc window, which is part of what makes it useful across different load conditions on mobile equipment.
