what exactly does this barb splicer do, is it just for joining two hoses together or does it do something else?

Joining two 3/8" hoses end to end is exactly what it's built for. You slide each hose end over one of the barbed fittings and clamp them down, and it holds the connection together. It's a straightforward union, not a reducer or an adapter for different sizes, so both hoses need to be 3/8".

It's for connecting two 3/8" hoses. Both hoses need to be the same size to ensure a proper fit.
