So, this is a CCW rotation pump... does that mean I'm looking at it from the shaft end to tell?

Correct, counter-clockwise rotation is determined by viewing the pump from the shaft end. Keep that in mind during installation to ensure correct hydraulic function.

got a Vickers 30VQ28A 11D20 LH on my machine now, is this 421492-8 the same pump?

Match it up by model number and key specs. This one is Eaton Vickers model 30VQ28A-11D20-L, with a 28 ring size, 13 tooth SAE B splined shaft, and CCW rotation. It also calls out the port location as 90° CCW from the outlet.
