i’ve got a Vickers 30VQ28A-1C20-L pump on the machine now, is this SKU the same one?

Match-up wise, SKU 421490-7 is the Eaton Vickers 30VQ Series single vane pump with model number 30VQ28A-1C20-L. It is the 28 ring size version with a 7/8 straight keyed shaft, CCW rotation, and the outlet port in-line with the outlet.

pump says CCW rotation on it, does that mean it won't work if i spin it the other direction?

Correct. Vane pumps like this one are built for a specific rotation direction and cannot be reversed. Running it clockwise would cause it to pull in the wrong direction and it would not build pressure properly. Make sure your drive shaft turns counterclockwise when viewed from the shaft end before mounting this unit.
