what all is this valve rated for flow-wise, and is 8 liters a minute the ceiling or just one operating point?

The 8 litre per minute figure is the rated flow for this specific valve configuration. The EPPV5 series itself is built to handle flows up to 160 L/min (42 USgpm), but this particular unit is set up for 8 L/min. So you're looking at a proportional valve spec'd for that flow point, not the upper end of the whole product family.
