flow rate on this thing goes up to 76 liters per minute or is that just the max under ideal conditions?

76 liters per minute is the rated flow for this valve. Keep in mind the valve itself is also rated for up to 300 liters per minute at 350 bar when you look at the full pressure and flow ceiling, so it's got plenty of headroom for most working setups. For everyday mobile and industrial use, 76 L/min is what you're working with on flow capacity.
