Running 300 L/min through a pressure control valve sounds like a lot, is that the actual working flow rate on this unit or just the max it can handle before something gives?

The 300 L/min (80 USgpm) figure is the rated maximum flow capacity, not the continuous working rate. The valve's listed flow rate is 38 litres per minute, so that's what it's built around for normal circuit operation. The higher capacity rating just means it won't be overwhelmed if flow spikes push toward that ceiling under load.
