flow rate on this thing is listed at 45 L/min but the series max is 300 -- which one actually applies to this particular valve?

For this specific model, the rated flow is 45 litres per minute. The 300 L/min figure represents the upper ceiling across the full PRV12-10 series, not what this individual unit is spec'd for. So if your circuit is running at or under 45 L/min, you're in the right range for this valve.
