flow rate on this one says 45 litres per minute -- that enough for a refuse hauler running multiple functions at once?

For a single flow control circuit, 45 litres per minute is a solid working capacity on a refuse truck. Keep in mind this valve is regulating flow to one downstream function, not splitting flow across multiple circuits simultaneously. If you've got several functions pulling at the same time, each one would need its own valve or a separate flow divider upstream. Within its rated range though, the pressure compensation keeps things steady even when load pressure shifts around, which is exactly what you want on a refuse application where demand isn't always consistent.
