Consistent flow regardless of load swings is exactly what the pressure-compensated design handles. Because compensation is built into the valve itself, the 23 L/min output stays regulated even when supply pressure or downstream load pressure shifts during operation. That stability is the whole point of going with a fixed pressure-compensated flow regulator over a simpler needle valve setup.
