got a harvester that keeps throwing fits with inconsistent flow, would a fixed pressure compensated valve like this one actually hold things steady, or is that more of a variable valve job?

Fixed pressure compensated is exactly what you want for that situation. The whole point of this style of regulator is to maintain a set flow rate regardless of pressure changes upstream or downstream. So if your harvester is seeing load swings that mess with flow consistency, this valve holds it at that 23 liters per minute without you having to babysit it. Variable valves give you adjustability, but if you already know the flow rate you need and just want it to stay there reliably, fixed is the right call.
