Flow rate on this one says 38 liters per minute -- is that the controlled output rate, or is that the max the valve will pass in reverse flow?

The 38 liters per minute figure is the controlled flow rate through the valve under normal operation. Reverse flow runs free on this design, meaning it bypasses the flow control element and is not restricted to that 38 L/min figure. The maximum system capacity is rated at 350 L/min (92 USgpm) at up to 350 bar (5000 psi), so reverse flow can move substantially more volume when the application demands it.
