got a harvester that's been running hot and sluggish and I think the flow control valve is the culprit. this a 45 lpm unit?

Yeah, 45 litres per minute is the regulated flow rate on this one. It's part of the FCV7-10 series from Vickers, now under Danfoss/Eaton, and it's built specifically as a flow restrictor to keep your circuit running at that set rate. For harvester applications it's a pretty common fit, so if your current valve has been giving you grief, this would be a like-for-like replacement in terms of flow output.

Will this work okay on a log splitter running at its max? Figure it hits around 4800-4900 psi sometimes.

Designed for demanding environments, this Vickers flow control valve is rated up to 5000 psi, so it should handle the pressure on your log splitter without any trouble.
