got a panel port that's NPTF 3/8-18 on one side and need to tie into a JIC 37-degree flare line on the other, this the right fitting for that?

That's what this one's built for. One end is a 3/8-18 male NPTF per SAE J476, and the other is a 3/4-16 male JIC SAE 37-degree flare per SAE J514. The bulkhead configuration lets you run it through a panel or enclosure wall and connect two different thread standards without adapters stacked on top of each other. Straight steel construction, so it's got the durability you'd expect for industrial use.

trying to swap a fitting on a bulkhead, what threads are on each end of this 06MP-08MJ?

On the B1 side you get a 3/8-18 male NPTF thread built to SAE J476, and on the B2 side it is a 3/4-16 male JIC 37 degree flare that meets SAE J514.
