Without a lock nut, the fitting relies on the bulkhead design itself to hold position once installed. That's just how this one is built. It's a fixed configuration, so the panel or mounting surface does the work of keeping it seated. As long as your panel thickness is appropriate for the fitting and you've got a good secure mount, you won't have movement issues in normal use.
