both ends on this fitting are male JIC, so how's it supposed to mount through a panel, does the nut hold it in place from one side?

That's exactly how it works. One male end passes through the panel opening, and the included 0306-04 lock nut threads onto that end from the back side, clamping the fitting securely against the panel. The other male JIC end sticks out on the opposite face to accept your hose or tube connection. Both threads are 7/16-20 and conform to SAE J514, so as long as your mating fittings match that spec, you'll get a solid, leak-resistant connection at the bulkhead.

i’ve got a bulkhead spot to go through a panel, is this the straight one with the jam nut?

For a panel or bracket pass-through, this is the straight bulkhead-style adapter that comes with a lock nut. It uses male JIC SAE 37 degree flare threads on both ends, and the locknut spec is listed as 0306-04.
