both ends on this thing are male JIC, so it needs a nut on each side to make up the connection -- where do them nuts come from, they ain't included?

Correct, the "no nut" in the name means exactly what it says. Neither bulkhead nut is included with this fitting. You'll need to source two separate JIC bulkhead nuts sized for 3/8-24 threads to complete the installation on both sides of the panel.

got a bulkhead pass-through i need, is this one the straight #3 male jic on both sides with 3/8-24 threads?

For a straight bulkhead connection, it matches #3 male JIC 37 degree flare on both ends, and both sides are 3/8-24 threads built to the SAE J514 standard.
