Reckon this'll work okay on my tractor's steering circuit?

This Danfoss / Eaton Series 26 gear pump is indeed suitable for steering circuits, as well as tractors and harvesters. It should get the job done for you.

Got a couple sweepers and a compactor running off gear pumps, how cold does it have to get before this one starts giving trouble?

Cold weather operation bottoms out at -20 degrees minimum working temperature. Long as your ambient temps and fluid temps stay above that threshold, you're in good shape running it through a hard winter. Below that point you'd risk sluggish startup and potential damage from fluid that's too thick to move properly through the pump.
