pump's rated down to -20°C, does that mean it can handle a cold startup on a real bitter morning without tearing up the seal?

Viton shaft seals hold up well at low temperatures, and the rated minimum of -20°C means the pump is built to tolerate cold starts in freezing conditions without the seal cracking or losing its integrity. That said, cold hydraulic fluid gets thick, so giving the system a minute or two to warm up before putting it under full load is always a good habit regardless of the seal material.
