pump says it ships without a relief valve -- does that mean I gotta have one already set up somewhere else in the circuit before running this thing?

Correct. Without a built-in relief valve, overpressure protection has to come from somewhere else in the system. That's pretty common in setups where a single relief valve is already handling multiple components, or where the circuit was already engineered with external protection in mind. As long as your circuit has that covered upstream or downstream, this pump fits right in without any issue.
