trying to hook up a hose with a 1-5/16-12 JIC end to a port that’s 1-1/4-11-1/2 pipe thread. is that what this elbow is for?

For that kind of hookup, you want a 45 degree elbow with a male JIC SAE 37 degree flare on one side and a male NPTF on the other. This part matches those thread sizes: 1-5/16-12 JIC (SAE J514) to 1-1/4-11-1/2 NPTF (SAE J476).

One end is a male JIC SAE 37-degree flare with a 1-5/16-12 thread, built to SAE J514 spec. The other end is a male NPTF with a 1-1/4-11-1/2 thread, built to SAE J476 spec. So you've got a JIC-to-NPTF configuration in a 45-degree angle, which is pretty common when you're tying a hydraulic line into a port on a pump or valve body.
