trying to swap out an elbow i busted, are the ends on this one 7/16-20 JIC on one side and 1/8-27 female pipe on the other?

Thread-wise, it is a male JIC SAE 37 degree flare on the B1 end with 7/16-20 threads, and a female NPTF on the B2 end with 1/8-27 threads. The JIC side follows SAE J514 and the NPTF side follows SAE J476.

fitting's rated for 6,000 psi dynamic pressure, does that hold up in actual high-pressure hydraulic lines or is that more of a peak rating?

6,000 psi is the maximum dynamic pressure rating, which means it's built to handle that load during normal system operation, not just as a one-time burst figure. For high-pressure hydraulic lines running at or below that threshold, this elbow is a solid fit.
