got a line running 5500 PSI dynamic and need a 90 degree turn from a JIC fitting over to an NPTF port, this elbow gonna hold up to that?

At 5,500 PSI you've got solid headroom here. The fitting is rated for 6,000 PSI dynamic pressure, so that application falls well within its working range. The JIC end is a 7/16-20 male SAE 37-degree flare, and the NPTF end is 1/4-18, so as long as both ports on your line match those thread sizes, you're in good shape.

trying to swap out an elbow on a line, is this one JIC on one side and pipe thread on the other?

On the connections, it is a male JIC SAE 37 degree flare on one end with 7/16-20 threads, and a male NPTF on the other end with 1/4-18 threads.
