trying to hook a JIC line to a pipe thread port, will this elbow do that or am I mixing stuff up

For connecting those two thread styles, it matches up as a male JIC SAE 37 degree flare on one end and a male NPTF on the other. On this part the JIC side is 7/16-20 (SAE J514) and the NPTF side is 1/8-27 (SAE J476).

thread sizes on this thing, is it a 7/16-20 JIC on one end and 1/8-27 NPT on the other, or did I read that backwards?

You got it right. The JIC end is 7/16-20 with a 37-degree male flare, and the other end is a 1/8-27 male NPTF. The JIC side meets SAE J514 and the NPTF side meets SAE J476, so both ends follow standard specs. Just make sure your mating fittings match those thread sizes before you go to put it together.
