what exactly is this part used for? trying to figure out if it'll work as a cap-off on an unused port in my system

It's an O-ring flange plug, so its job is to seal off open flange ports and keep fluid from leaking out. The CD61 #24 designation refers to the flange size it fits. If you've got a #24 SAE O-ring flange port sitting open, this plug is what you'd use to close it out cleanly without needing thread sealant or any extra hardware.
