got a 1/2 flare line running to a tee and need to branch off with 3/8 NPT male on that branch side -- this the right piece for that setup?

That's what this fitting handles. The run side takes 1/2 in Male SAE 45 degree flare connections, and the branch off the tee comes out as 3/8 in Male NPT. So if your main line is flare and your branch needs a male pipe thread, this one's built for that transition right at the tee.
