got a 1-5/16-12 female port on a manifold block and need to step down to a 1-1/16-12 male line, this the right fitting for that?

That's what this reducer is built for. The larger end is a 1-5/16-12 female JIC with a 37-degree flare seat, and the smaller end is a 1-1/16-12 male JIC, also 37-degree flare. Both ends meet SAE J514, so as long as your manifold port and your line fitting are JIC per that spec, you're looking at the right part. It's a one-piece rigid steel fitting, part of Brennan's 2406 series.
