Trying to hook a JIC line into a pipe port, is this the kind of fitting that does that?

For adapting between those two styles, it fits the bill. One side is a male JIC SAE 37 degree flare thread built to SAE J514, and the other side is a female NPTF pipe thread built to SAE J476.

does this adapter go from a JIC flare fitting over to a pipe thread connection, or am I reading the thread types wrong?

You've got it right. One end is a 2-1/2-12 Male JIC SAE 37 degree flare, which meets SAE J514, and the other end is a 2-11-1/2 Female NPTF pipe thread per SAE J476. So yes, it bridges a JIC flare line to an NPTF port in a straight inline configuration.

What's the highest pressure this fitting can handle without issues?

This adapter is rated for a maximum dynamic pressure of 2,000 psi, so you should be good up to that level.
