got a hose end with a #6 male JIC on it, will this fitting let me hook that into a #4 female pipe port?

Function-wise, it is an adapter that goes from a #6 MJIC (Male JIC) connection on one side to a #4 FP (Female Pipe) connection on the other, in a straight configuration.

That's correct. It adapts a #6 MJIC (Male JIC) connection to a #4 FP (Female Pipe) connection.
