Does this adapter go from a JIC flare fitting over to an NPTF port, or is it the other way around?

The male end is a 7/16-20 JIC SAE 37-degree flare, and the female end is a 1/8-27 NPTF. So you'd be threading the JIC side into a flare nut or swivel and the NPTF end onto a pipe-threaded port. That configuration is pretty common when you're tying a hydraulic line into a threaded port on a pump, valve, or manifold.

got a hose end that’s 7/16-20 JIC, will this screw into a 1/8-27 pipe port without any goofy adapters

For hooking a male JIC 37 degree flare to a female NPTF port, that’s exactly what the 04MJ-02FP is built for. One side is male JIC SAE 37 degree flare, 7/16-20 thread, and the other side is female NPTF, 1/8-27.
