trying to swap a fitting on a hose, is this one JIC on one side and pipe thread on the other?

You are looking at a straight adapter with a Male JIC SAE 37 degree flare on one end and a Male NPTF thread on the other. The JIC side is 3/4-16 (SAE J514) and the NPTF side is 3/8-18 (SAE J476).

That's what you've got. The larger end is a 3/4-16 Male JIC SAE 37-degree flare, and the smaller end is a 3/8-18 Male NPTF thread. So if you're stepping down from a JIC fitting into an NPTF port, this is the piece that bridges that connection.
