got a 7/16-20 JIC port on a hydraulic block and need to tie into a 1/4 inch NPT line, this the right adapter for that?

That's what this one's built for. One end is a 7/16-20 Male JIC SAE 37-degree flare, and the other is a 1/4-18 Male NPTF. Both ends are male, so you'd be threading this into female ports on each side. Rated to 6,000 PSI dynamic pressure, so it holds up fine in most standard hydraulic circuits.

got a hose end that’s 7/16-20 JIC, will this adapter screw right onto it and then give me 1/4-18 NPTF on the other side?

For a JIC to pipe-thread hookup, that’s exactly what this part is. One end is a male JIC SAE 37 degree flare with 7/16-20 threads (SAE J514), and the other end is a male NPTF with 1/4-18 threads (SAE J476).
