It's designed to handle a maximum dynamic pressure of 4,000 psi, according to the specs. So you should be good to go.

trying to step down from a #16 JIC to a #12 JIC, is that what this union does?

Function-wise, it is a straight steel union with a male JIC 37 degree flare on both ends, sized #16 on one side and #12 on the other. The thread sizes are 1-5/16-12 (B1) and 1-1/16-12 (B2), both to SAE J514.

Got a #16 hose end on one side and a #12 on the other, this union gonna work for that kind of reducer setup?

Both ends of this union are male JIC, so it won't work as a reducer between mismatched hose ends. One side is 1-5/16-12 thread and the other is 1-1/16-12 thread, but both are male JIC SAE 37-degree flare fittings. You'd need a female JIC fitting on whatever you're connecting to on each end. If your hose ends are already female JIC, then yes, this bridges a #16 port to a #12 port in a straight inline run just fine.
