trying to run a DIN tube line through a panel, is this the kind of bulkhead fitting that’s the same size on both sides?

For a through-panel connection where both sides stay the same size, this union fits that job. It is a straight steel DIN bulkhead union with M52 x 2.0 male threads on both ends, and both sides are DIN tube size L42.
