It’s a carbon steel elbow adapter with a 3/8 in male NPTF end and a size 8 male JIC end using the SAE 37 degree flare.

does this adapter work for connecting 3/8 pipe thread to a JIC fitting, or do i need something else in between?

That's exactly what it's built for. One end is 3/8 NPTF male pipe thread, the other is a 3/4-16 SAE 37 degree male JIC flare, and the 90 degree elbow configuration handles direction changes right at the connection point. No additional adapters needed if those are the two thread types you're working with.

trying to swap out an elbow fitting i’ve got now, is this one a 90 with 3/8 nptf on one end and a #8 jic 37 degree on the other?

You are looking at an NPTF male to SAE 37 degree male 90 degree elbow adapter. End 1 is 3/8 inch NPTF male (0.375), and end 2 is size 8 SAE 37 degree flare male (0.75).
