Function-wise, it is a 90 degree elbow adapter with NPTF female threads on both ends, and both ends are 3/8 inch (0.375) female pipe.

Correct on both counts. Each end is a 3/8 inch NPTF female connection, so you're getting a female-to-female 90 degree elbow. That internal pipe thread on both sides makes it straightforward to thread onto male NPTF fittings without any additional adapters in between.
