trying to swap out an elbow on a line, what are the thread types on each end of this 2047-16-12S?

On this 2047 Series 90 degree elbow adapter, the female swivel end is NPSM in size 1, and the male end is NPTF in size 3/4.

does this work as a swivel on the female end, or is the whole thing fixed once you torque it down?

The NPSM end on this adapter is the swivel connection. NPSM threading is a straight mechanical thread designed to allow rotation, so you can position the elbow after assembly without fighting the line. The NPTF male end is your fixed, sealing thread that locks in when torqued. That combination is exactly what makes this style useful when routing hose in tight spots.
