Will this steering column fit in place of the old Char-Lynn one I got?

This Char-Lynn steering column is designed for use in steering control units, so if your old one was used for the same purpose, it should be a suitable replacement.

What all comes in the box when you order this steering column, and is it just the column itself or does it include any of the valves and wheels too?

Just the steering column ships with this part. The wheels, valves, and other components referenced in the features are sold separately as part of the broader Char-Lynn ACK series steering accessory lineup. If you're building out a complete steering system, you'd need to source those additional pieces on their own.
