got a hose end that’s SAE 45 flare, but the port is 1/4 pipe. is this the elbow that ties those together?

For tying those two ends together at a right angle, this adapter matches a 1/4 NPTF male pipe thread on one side and a 6 size SAE 45° male flare on the other. It is a 90° elbow style, so it turns the connection without needing a straight fitting.

You've got it right. One end is 1/4 inch NPTF male pipe thread and the other is a 5/8 inch SAE 45 degree male flare. The 90 degree elbow body lets you route the line at a right angle, which comes in handy when you're working in tight spots and need to change direction without bending the tubing too hard.

Will this fitting hold up if I'm using it for hydraulics on a log splitter? Gotta make sure it can take the pressure.
