does this motor need a case drain line, or can it run without one at higher back pressures?

Up to 2000 PSI, no external case drain is required. If you're running continuous back pressure above that threshold, you'll want to add an external case drain line, and the line should be installed so the motor case stays full of fluid at all times. Running it dry even briefly before load application is something to avoid, so make sure it's filled with fluid before you put it to work.

got a 2-bolt SAE A mount and a 1 inch straight keyed shaft on my setup, is that what this motor comes with?

It comes with a 2 bolt SAE A mounting flange and a 1 inch straight keyed shaft, so those two details match what you described.
