What size hose does this clamp fit best? I'm having a heck of a time figuring out the right size.

This clamp works best on hoses that are around 0.625 inches in outer diameter. Just make sure your hose falls within the clamping range of 0.591 to 0.708 inches for a good, tight fit.

got a hose sitting right at 0.650 inches outside diameter, this clamp gonna have enough range to grab it good?

At 0.650 inches, you're sitting right in the middle of the clamping range on this one, which runs from 0.591 to 0.708 inches. That's actually a solid spot to land. Clamps tend to perform best when the hose falls near the center of the range rather than at either extreme, so you should get a reliable, consistent grip without having to force anything.
