Trying to match up a crimp fitting I’ve got, is this one a DKO female swivel 45 degree elbow for a -16 hose?

torque spec on this fitting -- is 170 ft-lbs the low end or is that the target?

The specified torque range runs from 170 to 192 lb-ft. Both numbers are part of the acceptable installation window, so 170 is the minimum you want to hit, not a midpoint. Staying within that range keeps the swivel joint properly loaded without risking damage to the fitting or hose end.
