does this thing have a push-to-connect on one end and thread into an NPTF port on the other, or am I reading that wrong?

You're reading it right. One end pushes in with a 1/4 inch push-to-connect fitting and the other end is a 1/8 inch NPTF male thread. The 90 degree elbow body lets you change direction between those two connections, which comes in handy when you're working in tight spots on an air brake system and need to route a line without a hard bend.

You’ve got it. It’s a 90° elbow adapter with a female push to connect end on one side and a male NPTF end on the other.
