What exactly is this fitting supposed to connect? Like is it going from a compression line to a threaded port or what?

That's the right read on it. One end takes a 5/16 inch compression tube and the other end is a 1/8 inch male pipe thread, so you're running a compression-style tubing connection into a threaded port or fitting on your equipment. It's a pretty common setup when you've got soft tubing coming off a component that has a standard NPT port.
