got a 3/16 compression line and need to step it over to 1/8 pipe thread, is that what this fitting does

what exactly does the comp/mpt mean on this fitting, and what size tubing does it hook up to?

Compression over male pipe thread. The compression side grabs onto 3/16 inch OD tubing and the male pipe thread end is 1/8 inch NPT. You'd thread the MPT side into a female port and run your 3/16 tubing into the compression side. Midland Industries makes these for solid tubing connections where you need a leak-resistant seal without having to solder or flare anything.
