what kind of fitting is this exactly, and what's it connecting on each end?

One end grabs onto a nylon compression tube, and the other end is a 3/8 inch BSPP male thread. So you're bridging a tube line over to a BSPP threaded port, all in a straight configuration. Both ends are 3/8 inch, so the sizing is consistent across the connection. It's a Danfoss/Eaton Aeroquip part, molded from nylon.

got a nylon tube line at 3/8, is this the right adapter to step over to a BSPP male?

For a straight tube or hose to BSPP male connection, this part is built as a Line/Hose/Tube to BSPP Male straight adapter with 0.375 on both ends, so it matches a 3/8 size on each side.
