Does this adapter top out at 2,000 PSI or is that just a recommended ceiling for dynamic pressure?

2,000 PSI is the rated maximum dynamic pressure for this adapter. That figure applies to working pressure under active flow conditions, not a soft recommendation. As long as your system stays at or below that threshold, you're running within spec for this Brennan 1405-series piece.

got a 1-1/4-11-1/2 female NPTF on one side and need to go over to a swivel, is that what this adapter’s for

For tying those two thread styles together, it matches up a female NPTF (SAE J476) on one end to a female NPSM swivel (SAE J514) on the other, both in 1-1/4-11-1/2.
